Director
Physician graduated cum laude at the School of Medicine of the University of Buenos Aires (UBA), Master in Clinical Epidemiology at the Public Health School of Harvard, Health Economy Diploma from the University of York, United Kingdom, and Public Health Doctor at the UBA. He is a regular full Professor of Public Health and former director of the Master’s Degree in Clinical Effectiveness at the Medicine School of UBA. He is also an independent researcher of CONICET and visiting professor at the Lown Cardiovascular Program of the Public Health School of Harvard University.
Currently he is the Director of the Center for Implementation and Innovation in Health Policies (Centro de Implementación e Innovación en Políticas de Salud – CIIPS) of IECS, an organization created with the purpose of contributing to the public debate and informed decision-making on health policies, through analysis and advice to national, regional and international governments, institutions and health organizations.
Dr. Rubinstein has an outstanding professional background in academics and management. In February 2017 he was appointed Secretary of Health Promotion, Prevention and Risk Control of the National Ministry of Health and from November 2017 until December 2019, he held the office of National Minister of Health/Health Government Secretary.
He was founder and chief of the Family and Community Medicine Service of the Hospital Italiano of Buenos Aires between 1989 and 2010. He is also founder and acted as Director General of the Institute for Clinical Effectiveness and Health Policy (Instituto de Efectividad Clínica y Sanitaria – IECS) until February 2017.
He has published more than 120 papers in international and national peer-reviewed journals in the last years, besides handbooks and book chapters on Epidemiology and Primary Care, implementation of preventive interventions for the control of cardiovascular diseases and health and economic impact assessments of public programs and policies.
Coordinator
Bachelor in Political Sciences and Master in Social Sciences and Health. Specialist in health project management. She currently holds the position of coordinator of the Center for Implementation and Innovation in Health Policies (Centro de Implementación e Innovación en Políticas de Salud – CIIPS).
She acted as Undersecretary of Public Health Coverage at the National Ministry of Health, in charge of the implementation of the Universal Health Coverage at the national level (2017/2019). She also acted as General Coordinator of the “Proteger” National Program (IBRD Loan 8505) at the National Ministry of Health.
She provided advice on project planning and management to the Technical-Medical Secretariat at the National Institute of Social Services for Retirees and Pensioners (Instituto Nacional de Servicios Sociales para Jubilados y Pensionados – INSSJP) She was in charge of technical assistance at the REDES Program (IADB Loan 1903/2788) at the National Health Ministry and acted as Project Coordinator at the Center for the Implementation of Public Policies for Equity and Growth (Centro de Implementación de Políticas Públicas para la Equidad y el Crecimiento – CIPPEC).
She received training scholarships on monitoring, assessment and evidence-based policies (Alliance for Health Policy and Systems), results-based management (IADB), research result communication for decision-making (Population Reference Bureau and Central-American Population Center of the University of Costa Rica). She acted as presenter of numerous dissertations at national and international forums and published several work papers for the implementation of health policies.

Family Physician graduated cum laude at the University del Salvador. She obtained a Master’s Degree in Clinical and Health Effectiveness (UBA) and Business Administration (MBA), She has a degree in Gender, Society and Policies (FLACSO) and Medical Education (National University of Tucumán). She has attended postgraduate courses on Patient Quality and Safety and Health Technology Assessment and Economic Evaluations.
Dr. López has an outstanding professional background in public and private management, as well as in academia. She acted as Cabinet Chief of the National Ministry of Health between 2017 and 2019; she was coordinator of the National Commission of Health Technology Assessment between 2018 and 2019 and was Director of Public Coverage in said Ministry. During her tenure as Cabinet Chief, she also led the G20 Health Work Team, which was chaired by Argentina.
In the private area, among other jobs, she was coordinator of Medical Management of the CEMIC Health Plan and implemented numerous projects in that institution, where she also acted as Chief of Medical Audit and Benefit Control. She was in charge of the Utilization Review and Quality Measurement Area of the outpatient area of Swiss Medical Group.
Regarding her academic experience, she is Professor of Public Health at the CEMIC University Institute and Professor of Health Policies at the Clinical Effectiveness Master’s Degree of UBA. She also coordinated the area of remote education of the Institute of Clinical Effectiveness and Health Policy and the CEMIC University Institute.
She completed several advisory works on health services and project implementation and assessment for national and international bodies.
Family Physician and Specialist in Medical Informatics, trained at the Hospital Italiano of Buenos Aires.
He is a member of the Digital Health Advisory Group of the WHO. From 2017 to 2019 he acted as National Director of Health Information Systems at the National Ministry of Health and was in charge of the design and implementation of the National Digital Health Strategy.
During the last 15 years he has collaborated in a large number of digital health projects both in Argentina and in the world, contributing to international work teams on standards and interoperability, and acting as an advisor in the implementation of National Digital Health Agendas.

She acted as Undersecretary of Technical Programming and Logistics and Strategic Planning Coordinator at the National Health Ministry. She also acted as Monitoring and Assessment Coordinator at the International Health Funding Unit and was advisor in Planning of Disability Policies at the National Rehabilitation Services, among other offices she held in the national public administration.
She has extensive professional experience in the planning and implementation of health programs, international funding programs, high-price drug policies and joint procurements among several bodies.
She was a faculty member at the University of Buenos Aires and received several training scholarships from universities and from the Spanish Agency for International Cooperation for Development (Agencia Española de Cooperación Internacional para el Desarrollo).

Velén Pennini has a degree in Anthropology from the National University of La Plata (UNLP), is a specialist in Field Epidemiology from the in-service training program of the National Ministry of Health, and a specialist in Statistics applied to Health (FCEN-UBA). She is also pursuing a Master’s degree in Data Science (ITBA).
Sofía Mareque has a degree in Sciences Communication (UBA) and is a specialist in Cultural Industries in Digital Convergence from Tres de Febrero National University . She teaches high school and higher education in Communication Sciences (UBA). She received a scholarship to attend the Governance, Political Management and Public Management Program at San Andrés University.
