Consulting Remediar Program For Delivery Of Essential Medicines To Vulnerable Population In Argentina: A Case Study: The Center for Global Development (CGD) and the Africa Resource Center (ARC) convened a two-year working group to produce independent analysis, research, and policy recommendations on the intersection of health financing and supply chain policy. Within this framework, CIIPS conducted a six-month CGD-funded research project focused on the case study of the REMEDIAR program, a medicines policy of the Argentine Ministry of Health created in 2002 to improve access to essential medicines in primary health care (PHC), especially among vulnerable populations.

The research analyzes how REMEDIAR's different financing models—external credit and national financing—impact procurement planning, budget execution, and drug availability, comparing them with decentralized purchasing strategies at the provincial level. The objective is to evaluate the efficiency and sustainability of procurement and supply chain management, identify changes in procurement speed and monitoring mechanisms, and draw lessons for improving budget formulation and resource allocation in future drug procurement programs.
